Not that I'd sacrifice my only figure to try it out, but anyone else think Dial Tone's melon would be the perfect base for the Brigadier?

That'd be really good. You could use a Resolute Cobra Soldier for the chest.

Reminds me of Monty from WW 2.

He was a major player in Classic DR WHO.
Alistair Gordon Lethbridge-Stewart. Introduced as Colonel Lethbridge-Stewart in the Patrick Troughton story WEB OF FEAR, returned as a Brigadier in THE INVASION where he commanded the newly formed U.N.I.T. (United Nations Intelligence Taskforce), created to deal with "usual threats against Earth". He remained a mainstay of the Jon Pertwee era (1970-74) and was intantly recognisable to long time fans of the show, who always loved his occasional returns in later stories. Me big WHO nerd! And, as the Thrid Doctor is my personal favourite, seeing the Brig fight Axons, Daleks, stone gargoyles ("Chap with wings there - Five rounds rapid") and Autons was a HUGE part of my childhood. Oh, and yes, Dial Tone is a good Brig candidate. Well spotted!

V-shaped collar though, which is a shame. I've also been pondering how to make this type of jersey for some WW2 SAS troopers and the closest I could think of was Beachhead (and he's green which saves painting)
