Yes, and because the Flash head has a really smooth surface, it helps the helmet slip on much easier. The helmet does have a fairly snug fit so there aren't any worries about it falling off.
To me the best part about using the ROC Flash head was that it fit the "Air-Viper" figure perfectly without any modifications to the head whatsoever.

No, it is the actual head that came on the 25th/Modern Era figure. Here's another one I made about 2 years ago because the original head was VERY disappointing.
