This was a custom I got the idea to make when I had a leftover hooded Cobra Commander head. In the end I made him to have 2 different removable masked heads. The torso is a one of the Dreadnoks. It was in the fodder box we passed around on the Tri-Gate forum. The arms are from one of the Crimson Twins that I got from Mr. Lance DuLac in a trade. The legs came last, as I realized that the ROC Neo Viper/Neo Viper Commando legs would be perfect, and would remove another of the overstock of these figures from the pegs at my local Wal-Mart.
The tight hood is actually 2-parts, and removable. It ‘s made from the ROC Flash head and the hollowed neck piece from a Star Wars Death Star Gunner that I got from Tonphanan in a trade.

I made the same figure u did urs looks great! Had to retire him to making a default Monkeywrench.

I thought this was going to be a custom Mack Bolan from the Executioner book series by Don Pendleton. Nice work. Might borrow this idea. This guy is seen in one of the cartoons I think.

I like it. The tighter hood has a nice authenticity about it. Very clever use of parts.
