I haven't seen one in decades (wow, that's not an exaggeration!), but that eagle might be a direct swipe from Freedom more than a resculpting. The Corps figure warped into very grimy (intentionally designed) angry-looking figures during the GI Joe New Sculpt era. Not the best looking figures in retrospect.

Did Lanard try to swivel to counter or replicate the 25A format?

The fleet of Lanard vehicles is just wonderful. Some of the space vehicles are fantastic, and I regret not scooping them up when I saw them.
