Yes basically back in 1990 Hasbro made these mock file cards of he management team from Walmart. No figures were made.

As to why?

Honestly no idea...maybe for fun, maybe to kiss a little retail ass.

The set of six filecards were posted on the bulletin boards in the employee break room during the holidays (that is where my set came from).

As others have said, no actual figures were made (until now!)
