It's the RoC Sgt. Stone torso (or Retaliation Kwinn or whatever other figure had that torso) with the undershirt scraped off.

Does the thickened neck inhibit the mobility of the head at all? It sure looks a lot better but I'm wondering if it comes at a cost.
