I see Gray Beard as a "Kup" (from Transformers) like character in my Modern Era Joe universe. My Modern Era simply moves the characters ahead 30 years. So instead of the Snake Eyes serving in Vietnam in the '60's/'70's, he now served in Iraq and Afghanistan in the early 2000's. Gray Beard met Joe Colton in the mid '80's when they were both young recruits. Both were part of the US invasion of Panama which led to the capture of Manuel Noriega and later served in Operation Desert Storm among other US military actions in the '90's. Both quickly moved into Special Forces and excelled becoming legends in the Special Ops world. While Colton received multiple promotions, Gray Beard declined, preferring to remain with the men in combat. When Colton was tasked with forming an elite counter terrorism team he immediately asked his old friend to join him and help select the members. Now in his late '40's, Gray Beard serves as more of a battle field advisor to the Joes than a soldier, but he is known to take it to the Taliban and a new terrorist group, Cobra from time to time.

Pretty sweet looking figure there. And I concur, he does look like one of the guys Joe Colton called up to aid the Joes in 'Retaliation', so that would fit you characterization of his being one of the founding members of the Joe Team.

Thanks for the comments. I never really thought about Colton's buddies from Retaliation, but you guys are right. He does kind of look like one of them.
