As I said I use all purpose plumbing cement from the hardware store. It works awesome and makes a super strong bond but takes about a day to fully cure and does not apply very neatly. As I said he recommends Bondine which I intend to order and try.

So you just apply the plumbing cement along joints or whatever let it dry and them sand smooth?

yeah you use a chemical welding agent just like you would glue. The difference is that it actually melts the plastic and the two plastics dry with a direct bond. Once the weld is made then yes I apply putty to smooth it all out any where that I need to and then sand the entire thing

do you use any kind of sealer or anything when you paint. I usually use tamiya acrylic paints and I've had a long time problem of creations getting paint scratched off. I've tried spraying them with acrylic sealer but it doesn't seem to work.

I do not have any issue with scratching or chipping but I dont play rough either. Have some custom vehicles that are 15 years old without any paint issues. I do not use a sealer but I usually use spray paint as a base coat. Then if I use any acrylics it is always on top of the spray paint. No chipping issue. If you use acrylics first you may consider using a spray paint clear coat but do not know if that would work any better then your acrylic sealer.
