I painted a figure's shirt all with a gloss-black because it was the only black that I have left right now, and planned on going over it with the flat. I am slightly concerned about the milky appearance if/when I go over it.

Sounds like the milky-ness is too much on your brush or a bad reaction to the paint...exactly why I rarely use any.
Also it can dull metallic and mute finer details. I rarely use any. When I do it's Microscale Ind. Micro Flat. I usually dip a brush in water first, then the clear and dry brush it on in extremely thin coats.

I use Games Workshop mat finish in aerosol can form to protect all of my custom work. It is a little expensive but it has never let me down and I wouldn't trust any other sealer after doing such hard work.

I had some good results using a new Krylon Acrylic Crystal Clear Flat it's available in 11 oz. — item number #53530. It dose seem to work very well on water based acrylic paints anything else I'd test it on some on important first. At ruffly $4.00 a can it's not bad.

I use flat Acrylic clear coat from the Model master, and I use paint brush to apply a thin coat over all the parts before I assembly everything together.
