What I read is that you pour hot glue into the hole of the head and pop it back onto the neck. Something like that...
I've never tried it myself, I can't give you much more information that that. Sorry, mate.

hot glue into the head, put vaseline on the neck of the figure you want to use, set were you want it, let the glue harden, pull off the head, wipe off the vaseline, trim the excess glue and your done.

also I found it easy to just cut just below the neck so you have enough of the ball joint and be sure you cut a little of the joe's neck off and then attach the ball with some super model glue, I recommend using some high grade stuff sold in hobby shops but works out great, here is a pic of what I'm working on now, I basically took the head and neck from the Antares Draco and put it on the body of Buzzer but the results are very nice when done right.

I use a completely different method myself. I cut the ball off the starwars body, Drill a hole through it, slowly widen the hole until it fits/snaps over the Joe ball, then snap the SW head over both. This way its removable.

This is how I do it:
I put some sculpey in the SW head hole and put the head on the joe body, move the head around until it fills good, then take the head off, wipe away the excess sculpey around the edge of the neck hole then stick the head in boiling water to let the sculpey harden. Then I use superglue to glue the head on, let the glue dry, and then twist the head sideways hard enough so the glue breaks. Everything should still be tight enough so that it stays on plus you have regular movement now.
