I see, you are right. The window pains look different. That is more like 1:64 scale I believe.

True Heroes AB-115 Shark Plane - Toys R Us - Toys "R" Us The one you have although probably about the same general size as the True Heroes one was designed to go with plastic army men. |

I never realized the box does say works with 3 1/2 to 5" action figures. Hmmm. EDit: I nocited they put "Holds" rather than "works with". I guess technically it's true that it can "hold" them.
