On most of my figures I normally use a mixture of 2 parts of Elf flesh Color and 1 part Dwarf Flesh color. It matches up pretty well to alot of the Hasbro Skin tones but I do have to add a little Bleached Bone color or a brown color in from time to time on some of the off color skin colors.

The blue is Delta Ceramcoat (Wal-Mart crap) Ocean Reef Blue. It has a generous amount of clear coat added after the fact.

I also just mix until I get it close. Some are easy, like RocknRoll - he's fairly pink so it was just skin tone base and some red. Others are more difficult, and require other colors like sepia or a hint of yellow.
I keep several jars of paint that I've already mixed labeled with the figure's name. It is tricky that there are so many differences in the color of the figures. Sometimes I just get annoyed and repaint all of the skin a color I've already mixed. I've had success at repainting faces without having to repaint the eyes.

And just to show how it looks on a 12" figure....
keep in mind, the skin tones are done, but his beard and hair are way from finished, so don't judge that yet!
