Because he wears that mask all the time he has become very proficient. Most people have blind spots or their mask fogs up but not Responder, to him wearing that gas mask is second nature. So much so that he took his code name from the manufacturers name. He can see things in a cloud of tear gas just like an owl can see a mouse in the dark. In fact Doc has said that his eyes have actually changed shape giving him keener vision. The guy is actually kinda spooky.
