I`m with Hicks,it`s the customized ben Grimm spacesuit for 4" figurees to take a ride in when playing deep sea diver.

Yep. That's exactly what it is. I call it the Cobra SEA-SNAKE. It was an easy custom and I finally found a use for that Ben Grimm fig I got on clearance.
