I've going to bet that's one of those desktop "wave machines" set in front of the boat and figures to make them look like they're in water.

Regardless, if it is, good idea, and good effect that makes them easy to control the situation easily for photography (which can be a real pain in arse for anyone who's tried something like this - TRUST ME

)

The water is a clear piece of plastic cut off of the DVD packs colored with a teal green sharpie. The Waves are Hot glue colored with the sharpie and a little bit of white paint.
