This makes a lot of sense!
I'm going with Duke though. I've mentioned this is in other discussions, but unless you were a member of the GIJoe fan club or happened to stumble across one of the mail-in offers early, then you had no idea who "Duke" was in the original Sunbow mini-series. From a cartoon point of view, Duke looked a lot like the cartoon version of Hawk from Marvel comics cartoon commercials. For me, as a kid, I had no idea who Duke was, where Hawk had gone, and why this new guy was leading the 'Joe team. So, like the Star Wars Holiday Special - Boba Fett effect, this made me even more intrigued with Duke. The same is even more true, for me, with the Revenge of Cobra mini-series with Flint and Lady Jaye. All of the sudden, here are two more new characters in leadership positions that we've never heard of, and both have very military looking outfits as opposed to Scarlett's gymnastics leotard. To this day, Flint & Lady Jaye are my two favorite Joes. Jason |

I voted Hawk. I like the way that for the most part Duke was the field leader and was in charge of missions. Hawk worked at a higher level and occasionally went in the field.

Similar to how it happens in the WWE, when VM comes into the locker room and tells them which guys they're going to put over the top, I imagine LH got called into a boardroom at Hasbro and told which characters to push out in front at all costs. Maybe he fought for SE, but I think he's remarked in interviews that he doesn't like Duke.
Then again, I've heard LH never remembers artist Brian Shearer ... whom he has worked alongside for years. |

If Duke=Hawk early on in storyboards, and the Duke+Scarlett was also a thing early on, can imagine...Hawk+Scarlett?

Well I voted for Duke, because I'm voting for how the show actually was, not how I wished it was or should have been, regarding leadership.
Unfortunately, Hawk just showed up too late. He missed out on the best portion of the series, which Duke was present for. Hawk shined in the comic, but Duke shined in the toy line, about the time the show was coming out. You couldn't get much more bland and generic than that 1982 Hawk figure. Duke absolutely pops, by comparison. In fact, that 1986 Hawk was possibly the best update in the ARAH line, when compared to the previous version. .
