Considering he had contingency plans to incapacitate every single member of the League should any of them go rogue I think that more than qualifies him as a superhero.

Indeed, sir. Though, The Phantom seems more suitable.
Notice they never boast about Superman's or Wonder Woman's intelligence. Heck, not even GL, the Flash, or Aquaman are considered brainy. Well, maybe the Flash--depending on which version. Martian Manhunter, Mr. Terrific, and the great Oracle were the few geniuses in the mix (along with the Caped Crusader). Some canons suggest that the former Batgirl was an equal match -- detective-wise -- to Batman (and my theory on why DC hated her so much that they healed, de-aged, and retired the Oracle figurehead for Barbara Gordon). Spider-Man. He’s the most relatable as a reader and the most influential on the macro. And technically, Phantom is the first, not Superman

Batman: Hush would've been the perfect endnote to the character, but all of these characters get stale and no one seems to be willing to create something genuinely new from the skin out.

I guess that’sa big difference for me, too- Bruce Wayne is sort of an afterthought in Batman, as to where Peter Parker is a real character with real problems independent of those of Spider-Man.
