Yeah, it's a mess to follow, with all the similarly named series. That's why I strongly recommend the Cobra: The Last Laugh hardcover to any G.I. Joe fans.
Mike Costa continued to write the Cobra series after Last Laugh, and I've been slowly collecting the trade paperbacks that follow: Cobra: The Serpent's Coil (starring Serpentor and... SCOOP? I haven't read this one yet, but I spoiled myself on what happens. This covers G.I. Joe: Cobra -- formerly called G.I. Joe: Cobra II -- #5-9, so it breaks up the Chuckles/Last Laugh story arc.) Cobra: Cobra Civil War, volumes 1 and 2 (Cobra Civil War was a storyline that ran through Costa's Cobra series, Chuck Dixon's G.I. Joe series, and a concurrent Snake Eyes series too. You would be fine just getting the actual Cobra volumes, if you aren't interested in the rest of it. I wasn't.) Cobra Command (there are three TPBs that collect the entire crossover in order, so they include the corresponding Cobra, G.I. Joe, AND Snake Eyes issues. I haven't read this yet, because I'm really only interested in Costa's material, not Dixon's.) Cobra: Son of the Snake Cobra: Oktober Guard G.I. Good info. Will start with Cobra Vol. 1 TPB, since I just found a cheap copy.

The Costa/Gage Cobra Minis from IDW, imo. It should have been the blueprint for Modern Joe.

Avoid Sitterson. And, I'll add Chuck Dixon to the list of positives yet again. The aforementioned writers were worthy of their mentions.

I'm guessing that collects the first G.I. Joe: Cobra miniseries, which is also collected in the Last Laugh hardcover. All of those are pretty tough to find now, on top of the confusing titles and numbering, but you have some really amazing reading ahead of you!

Was DDP's G.I. Joe: Reloaded any good? Apparently it's yet another continuity, separate from their ARAH vol.2.
