If they were practical and functioned as they would in "the real world", most of those older villains would NEVER get out, and you'd never see them again. So to allow all those recurring villains, writers basically end up making such installations look like a joke. Kind of the reason Marvel ended up getting rid of "The Vault" (their in-universe supervillain prison) Just the conventions of the genre, really. Just like having super-geniuses like Reed Richards and Tony Stark around but their genius doesn't actually make the world as a whole much different/better than the real world lest the comic-book setting become too unrelatable/unrecognizable to the readers. As stated earlier, if everything "worked" then the story's pretty much over and the world has become Super-Utopia outside of the occasional alien invasion or whatnot. |

One of their many problems is that the person running the Asylum is rarely someone who isn't also mentally ill: Amadeus Arkham went insane when maddog killed his wife, Jeremiah Arkham was sadist and feared mirrors because he saw reflections of his insanity, Alyce Sinner is criminal who has sins written on the reverse side of her clothes. In the Arkham games they had Sharpe (a schizophrenic) running the asylum and Hugo Strange (albeit slightly less crazy than his comic book counterpart) running Arkham City. Strange even ran the asylum in The Batman. Oh and Scarecrow running the Asylum in the Nolanverse and who could forget Dr. Burton from Forever he probably had several screws loose. I mean it's no surprise the asylum can't keep anyone locked up with every new chief of staff being of their rocker.

If you think about it, Gotham's probably statistically safer than Metropolis or Marvel New York City, as while there's a hefty crime rate, you don't have demigods and alien warlords knocking down skyscrapers every other Tuesday. The deaths in Metropolis and NYC might be less "personal" but you probably have a better survival rate as an average citizen in Gotham. :P Of course, "realistically" speaking, no one would live in ANY of these cities after the second or third time some psycho gassed a stadium filled with people or some alien race with its' knickers in a knot blew up Times Square, etc... |

The county in the DC universe isn't much safer. Doomsday pretty much tore up the Midwest. Let's face it, living in a comic book universe is dangerous.
