It's also worth noting that Revenge came out in 1984, and since it takes a long time to write, cast and produce cartoons, especially back then, chances are very, very good that the Revenge of Cobra was written well before Issue 21 made SE and SS inseparable.
RAH #21* (which was published half a year before
Revenge of Cobra
aired) may have established a concrete connection between Snake Eyes and Storm Shadow, but the comics had Snake Eyes coded as a ninja in all but name right from issue #1, something that Sunbow really should have been paying attention to, especially given the exploding ninja craze of the time.
*As an aside, I've always found it interesting that while Snake Eyes appears to have something vaguely like ninja
tabi
on his feet on the cover of #21, but in the actual interior art he goes through the entire adventure wearing
jackboots
, in a sort of weird prefiguration of his v3 costume...

I'm not talking about François Chau's(?) literal
voice
but rather the "voice" that he created for Quick Kick, i.e. the vocal mannerisms that he used when portraying the character.

Hence the caveat.

Oh my God, YES!
