New ARAH reading/binding order coming

Here is my binding/reading order. Your mileage may vary. Thank you to everyone for their input, and thank you to whomever assembled the first reading order. Also the website Yojoe.com and Option 38 were both enormously helpful. Special Mission issues are grouped at the end of volumes except where they directly crossover. Going by the months they actually came out alongside ARAH just creates a disjointed reading experience. My notes and explanations in [brackets]. This is meant as either a binding map or a reading order. Feel free to use, criticize, or praise fulsomely if you like it. If these seem fat, it's because they're mostly coming from TPBs, which means no advertisements, except where they're unavoidable (25A issues, looking at you).

Out of continuity, retconned, unclear chronology, or miscellaneous:
Criteria for inclusion: was it by Hama, written for canon, but was retconned or takes place in an ambiguous time/circumstances (25A issues, Storm Shadow, Frontline); or, Hama or not, would a customer acting in good faith have reason to believe that the story was the same characters, time, and place at the time of publication (3-D comics).

G.I. Joe in 3-D 1-6, Annual (different publisher; canonicity unlikely; seems logical that a reader would assume it was the same Joes, give then era, but this barely qualifies)

I know it's not perfect. I know there are some ambiguous points. I had to make a few judgment calls. If anyone has any serious critiques please feel free to let me know. I've spent literally a year trying to get all of this sorted while also rearranging pages for the bind itself, so this is all I've got. No saved rounds. I hope it helps.
[1] These aren't in chronological order because they weren't released to be read that way. The publication order belies this, along with no interweaving/crossover between the issues. YMMV.
[2] This was written by Hama and included in the Snake Eyes: Declassified TPB.
[3] "Special Missions" issue with flashback involving Duke and Roadblock that dovetails into their initial appearance in ARAH.
[4] This was placed here in flashback in the abandoned Complete Collection series.
[5] "Untold Tales" issue that clearly states when it occurs.
[6] This fit here without problems, although it required a judgment call.
[7] This is nearly impossible to reconcile with continuity (except when it isn't). There are several references to the past few issues, and the final one is from Dr. Mindbender about using the Brainwave Scanner on Snake-Eyes in YB3. In order to set the series after referenced events (and without awkwardly intermingling it with ARAH's issues), this is the only place it kind of works.
[8] This is when Special Missions went monthly, which is why there is a large grouping here. It roughly parallels the months of ARAH that precede it.
[9] Issues 14, 15, 18, and 19 are a story arc. 16 is a crossover issue and 17 is a standalone. Issues are arranged accordingly.
[10] This is where the Transformers: G2 issues would take place. The Joe team members are in a few issues of a larger storyline which is collected in the book "Dark Designs." Plucking out just their three appearances would be disjointed and dropping an entire Transformers story in the middle of G.I. Joe would be excessive.
[11] Captions clearly states that 143 takes place after 134 and that 144 takes place after 142.
[12] "Untold Tales" issue that clearly states when it occurs.
[13] In a backup to Scarlett's "Special Missions" issue, we see Dawn Moreno complete her training at Fort Polk, LA.
[14] Per Hisstank user J James, 256-259 ("The Cobra's Venom") follows up on the Revanche / Bombstrike plotline last seen in 245. Silent Option was published during the same months, but it cannot happen prior to this because Bombstrike is already in the middle of an ongoing mission. In 259 she returns to the PIT, allowing her to be dispatched by Hawk for Silent Option. The plot threads from this arc are tied up in 259 and it ends on a good cliffhanger to come back to later.
[15] This Yearbook is placed before it came out, but it shows Dawn returning from the aforementioned training to Granny's shop in the East Village, where she says she's been assigned to the Chaplains Assistants Motor Pool. Helix is not with her. So this is clearly before her big first mission to save Helix since they are generally together and with Obaake after this point. Major point: here the BN supervisor describes the recent attacks by Destro's forces. Thanks to J James for the correction.
[16] Prelude to Silent Option revealed as a backup in issues #1-4 of the miniseries, in which Hawk dispatches Bombstrike to find Helix. Dovetails immediately into Silent Option.
[17] Silent Option and "The Cobra's Venom" came out during the same months, but Silent Option appears to take place afterward. Bombstrike and Dawn are on this mission so it cannot happen prior to this placement. Alpine is there but his mission is complete about halfway through issue 3. Credit again to J James.
[18] Short piece from IDW's Women's History Month Special "Synergy." Dawn contemplates having Snake-Eyes in her mind. Fits here between arcs just fine.
[19] This is labeled as the last chapter in "The Cobra's Venom," but it is actually a prelude to the next arc, "Artificial Intelligence." Milo is placed at the San Francisco headquarters. Alpine is there so he is back from Silent Option #3. The plotlines for "Artificial Intelligence" are set up here. Thanks to Option38.com and J James.
