There are two people I can think of that produce O-ring figures with relative ease. So I don't believe making them is an issue.
I believe time was more an issue, and its more of a case of a new brand manager and design team looking for a quick win so they can get their budget increased in the next fiscal year. This was painless, quick, and got product out without the need of producing new molds. In order to get the quick win though you sacrifce the quality of well designed lined. If they were able to add another year these might of been closer to the original O-rings.
