There is a small (too small) of an area by the fan tail deck that was for figures but it’s woefully inadequate. Lots of missed opportunities there. It would have been a huge improvement had they put a little more work into that under section. They decals you may be referring to Could be for the elevator, which would have lifted sea craft or amphibious craft out of the water and onto the deck, or lowered craft from the deck to underneath.
