GI Joe is about huge casts and tons of story lines, it's why its better as TV series and comic books. A GI Joe film is going to always be tough without trimming down the cast heavily. It's like comic book films, where you give individual characters their own movie to be developed, then you bring em together once they have had their development and audiences know what they need to. To start from the ground up with a movie with 20 some characters, it's going to be messy when you try to be under 2 hr run time

John Chu is not an amateur and has proven himself before this film and after with successful films. The director is not working in a bubble, many of the problems in the movie were not because of him.

He had all those characters and more? He killed off many characters but then they tossed in a ton more. The choices of who was in the movie, the script, and all that was not his decision, he is only the director. He was given the movie to make, Hasbro and Paramount were the ones to dictate to him that the film was to be a reboot and change in tone.
Folks often completely misunderstand what a director does, but the choice to kill off the old cast was largely out of his hand, Channing Tatum wanted out of the film and Paramount wanted new characters in the film, so Chu had no choice.

So it's a cop out to say the character base is too big to make a good movie.
The cartoons were pretty dumb and made for children, you also had many more hours over a hundred episodes to work with. The comics have been ongoing for over 20 years too, it's not fair to compare such long projects to a movie that is less than 2hrs in length that has to introduce, develop the characters, as well as tell a story.
