They did turn their weapons on Cobra, but there's no evidence that they were going to kill the Mexican-Americans. If their intention had been to simply kill them, they could have done so out in the desert.

But it's exactly what the Joes have been doing for the past 2 issues. The Joes have been doing nothing but killing Cobras with no official authorization. In fact, the Joes have repeatedly said how they're throwing out the "Rules of Engagment". Isn't that vigilantism? There's no law against a citizen, who witnesses a crime being committed, performing a citizens arrest. If these "concerned citizens" were genuinely convinced that the Mexican-Americans were illeagal immigrants, they were completely within their rights to enforce the law without lethal force - though it's pretty easy to infer that they used the threat of lethal force; it certainly appears they did, and then they turned them into Cobra...
And then when they turned on Cobra - EXACTLY WHAT THE JOES HAVE BEEN DOING - the Joes kill them.
I'm not saying these "concerned citizens" were great guys. And perhaps they were commiting crimes based on discrimination... but does their attacking Cobras warrant Duke and Snake-Eyes slaughtering them? For Killing Cobras and being worried about border security?

Yeah, it's a BIG presumption to conclude that they would have simply shot the Mexican-Americans. If they had wanted to do that, they could have killed them in the desert. Instead, they attack Cobra, and Snake-Eyes and Duke kill them for it. Snake-Eyes and Duke murder American civilians who are killing Cobras.
