For those who don't read the comics, Chimaera is a character introduced in the Origins series who may or may not be the future CC and may or may not be a Covert Intel operative who may or may not be working for the US govt. All he claims is that his orders come down from alot higher than a general.
Thus;
In my joeverse, CC still has the same origin, car salesman, dissillusioned with govt, banks, bureaucracy etc, older brother dies in car crash ..etc.
Only, this is all a cover story. He was really a covert operative for the govt (which explains his military and strategic skills).
A clandestine arm of the govt looks at the current strategic landscape a few years ago. Realizing that wars will no longer be fought symmetrically as it was in the past due to the rise of terrorism across the globe. Also well aware of clandestine anti govt militias springing up in their own backyard, they come to the conclusion that terrorism will eventually come direct to their door step.
The govt institutes Operation
raw Venom.
A top level NSA operator is tasked with creating a front organization that will literally draw elements that are or have the potential to cause problems in the future. This operator firstly infiltrates and gains control over a local militia group called 'First Strike'.
Now with a small cadre of operators he begins 'drawing' all these elements to him; arms dealers, mercenaries, arsonists, outlaw biker gangs (Dreadnoks), anarchists, criminals and insurgents (Baroness and Firefly). At the same time, he makes contacts with terrorist groups and like minded individuals across the globe.
The idea is to get all these guys together and take them out all at once.
Problem is, the operator who adopts the name Cobra Commander begins to flourish with all this power and influence and decides to go into business for himself, getting his superiors and all those who knew about the op silenced.
so Cobra starts as a govt black bag operation that goes wrong.
I just haven't worked out how Snake eyes and the Hard Master's death fits into this new idea....yet.
I am liking this alot, Tyroc. After reading this and some of the posts that followed, I started thinking about that flashback in the Marvel run (sorry I don't remember what issue) where Joe Colton comes back from Vietnam and meets with President Kennedy. The President orders him to create GI Joe before an aide interrupts saying they have to get going to Dallas. What if instead, Kennedy tells Colton about a CIA asset that, while very effective, is also operating too close to the edge and it's feared he could go rogue. The President orders Colton to find and bring CC in before that can happen. Meanwhile CC is on the cusp of springing his trap and he gets the word that the President wants to pull the plug. He feels betrayed by his government that he risked everything for, doing what he feels is his duty. Because he is CIA, he learns through his back channels in Washington that the President has ordered some common soldier to bring him in like some kind of criminal. At that point, already walking a thin line with the power he aquired during his operation like you had already mentioned, he snaps. He sets up the assassination of President Kennedy and makes an attempt on Colton because in his warped mind, the President and Colton are traitors to the Constitution for trying to hinder his work to keep the country safe. Colton survives and a blood fued is born between GI Joe and Cobra. Throughout the 60's and the 70's Colton and his small team work to check Cobra in several small scale top secret battles all over the world. Finally as the 70's come to a close, Cobra as we now know it takes shape when Cobra Commander enters into an uneasy alliance with Destro. He know has the money, influence and man power to threaten world peace. The Pentagon knows this as well and realizes that the GI Joe team is now too old and too small to contain the Cobra threat. They also realize that with the tension being high between the US and the USSR, the US military can't be flung into action all over the globe whenever Cobra decides to kidnap a scientist or hijack an oil platform. So the Pentagon authorizes the creation of highly trained, highly covert team to oppose Cobra. The original Joes retire or move into advisory roles and Hawk begins recruiting the new generation of Joes to carry on the fight against Cobra.
