See what I mean? They share the "central body with vertical wings" motif, but just about everything else is completely different. Also, they don't share a single part.To do the Roboskull justice, you couldn't realistically use any Star Wars parts to make it.
As for the Star Wars connection, though? Well that is VERY real. The Red Shadows were part of the Palitoy Action Force line. Palitoy also made the original Star Wars toys in the UK, and the original Action Force figures used the same construction style and 5 point articulation that the SW figures did.
holy crap!!!! i want one of these!!!!!

Uh, you mean there were other Red Shadow members in the Joe comics before DD?

It's a stunning toy. There have been a few popping up on eBay UK recently at fairly good prices.

The Red Shadows date back to 1983. They were the original villains for the UK Action Force line, which incorporated licensed GI Joe vehicles and figures in its lineup. The toyline was very well supported in the UK with its own comic series, run in the long-running UK comic Battle (which then became Battle Action Force) when the line took off).
you can find more info on the original Red Shadows here:

Yep! They were the UK cousins to GI Joe, the enmies of Action Force.

I have a website dedicated to the era, including a full toy archive, a complete online comic collection and much, much more!

This is the best place to get yourself started.
