Looking at the back of the packaging, it looks like we'll also get Splinter, April, Casey, Shredder, Rocksteady, Bebop, Foot Soldier, Krang and Slash
I really hope they change Shredder though, the picture on the back doesn't have his legs painted black like the original, the legs are flesh colored so he looks like he's wearing a cape, helmet, Blades and a speedo!

"The Teenage Mutant Ninja Turtles originated in an American comic book published by Mirage Studios in 1984"
"Among the first licensed products to feature the Ninja Turtles was a pen and paper RPG titled Teenage Mutant Ninja Turtles and Other Strangeness, published by Palladium Books in 1985 and featuring original comics and illustrations by Eastman and Laird themselves."
"On December 14, 1987, the Teenage Mutant Ninja Turtles' first cartoon series began, starting as a 5-part miniseries and becoming a regular Saturday morning syndicated series on October 1, 1988 with 13 more episodes."
"Playmates held up their end of the deal and produced the first series of TMNT action figures in the summer of 1988"

As for the 25th anniversary. I think they're basing it off of the comic, but re-releasing the toys. I can't blame them either, we just came off of the 25th Joes, we currently have 25th Transformers out, waiting another 4 years might mean less interest in it since there's this whole 80's nostalgia going on with all the anniversary lines

1984-comic went to a small print run for a convention.
That's the Mirage Studios Eastman Laird timeline.
