Shelf space is bought by the manufacturer. If a product has 3 facings, that's because the manufacturer is paying the store for 3 facings. That's why the Power Rangers section is so huge even though it barely sells - the manufacturer is using the "more shelf space = more visibility = more sales" philosophy. It's a balancing act. If you feel GI Joe needs more facings, the blame actually rests more with Hasbro rather than with the store.
The only thing the store can do is order a feature quantity & put them on an endcap or (in the case of Wal-Mart) a side of a 4-way out in the 'action alley'. This can be very tricky, as you can't control what wave(s) your feature is made up of* & it has to be juggled in with the rest of your features (most of which are decided by either massive overstock that was shipped in without the manager's ability to control or are structured features the manufacturer bought display space for).
*I talked my toy manager into doing this & now she's stuck with about 15 cases of '08 wave 2, revision 2. It's not selling & she's rightly upset with me. She's since inactivated the GI Joe stuff until it sells down & I'm missing out on the latest two waves. Crap.

Besides, while it would be great to see JOES in our stores officially, remember how useless our filecards are? One line of info in six different European languages...
I'd probably still import what I could from the US and only use the 'official European releases' for army building.

I mean think about it....Iron man came out and the aisle's were flooded along with endcaps, now the Indy figs are pumped out like crazy, and Hulk is everywhere!
next year before the movie release there will be GI JOE Movie figures everywhere!

If manufacturers (Hasbro in this case) were actually buying shelf space at Walmart, I would GUARANTEE you would not see the discontinuity of products that many do. All stores would at least carry all of Hasbro's offered pricepoints, not the mish mash Walmart puts out, depending on market.
Walmart buys and sets planograms based on previous sales and performance of the brand or percieved popularity of a brand. Power Rangers, as much as people here are complaining about it, IS one of the most consistant sellers of the past decade. Toys tied into a major film have a history of strong (if short lived) success.
GI Joe's sales of the past few years have been...spotty. Even though Modern/25th product is doing well, I KNOW it isn't doing as well as Transformers or any of the movie tie ins. Retailers (especially Walmart) are still being very cautious on Joe. Recall that Sigma Six did VERY well intitially, but burned out after a year or so, retailers are probably going to watch so that doesn't happen.
The amount of support a store gives a motion picture is highly dependant on several factors, including the expected success of the film and how close the retailer is with the manufacturer. Walmart is rather cosy with Mattel, hence the strong support of Hot Wheels, Speed Racer, and Batman. Target has long had a VERY good relationship with Hasbro, hence the strong support of lines from them (including stuff which doesn't have movie support).
However, in 2007, Hasbro had both Spider-Man and Transformers, and Walmart and Target picked which one to support. Walmart chose Spider-Man (which was a safe bet, and despite fan opinions, the toys DID do quite well) and Target snagged Transformers. In that case, Target got the better deal given Transformers ended up just as big, if not bigger, a hit than Spider-Man.

Steevy's got it. At one time I worked as a Merchandiser, doing resets in stores. It was a constant battle between the # of facings manufactures want vs what the individual store will provide. Our schematics changed almost weekly and we were doing resets all the time based on that constant flux.

well all i see is the 25th line has been selling so hot none are ever in stock for a year this july, what do we need two years of success to warrant a legit sized store display. as for the transformers movie toys go they really have not sold well in my area, i mean how can you get behind a line that is just repaints of the same eight figures over and over. i mean next thing you know hasbro will have a green, purple and poke a dot bumblebee just to keep that line going. At my walmart the main action figure section has two counters one counter is filled with power rangers, batman, hulk, iron man, and indy figures. will the other counter is a mish mash of tmnt, whats left of transformers, sports characters, marvel legends, wrestling figures, corps.........which gets three times the space as joe, and finally joes. none of these other toy lines ever "EVER" sells out, joe is always sold out, i know i am repeating what is being seen all over the country. what i would like to see is this question readdressed at joecon, and see what hasbro says, because we asked them the same question last year at joecon and they said they were working to get more product out there. one year later absolutly nothing has changed. gi joe is hotter than ever, and still nowhere to be found

yeah...the hulk line is worthless...and the indy stuff its just to expensive for the figures.

Hey, the Abomination figure from the Hulk line is decent! None of the Hulks are that great though. I kind of want the only vehicle they have out right now, but we'll see... not too keen on the markings on it.
Also, going into my local Wal-Mart today, they had more Indy toys on the shelves than I've ever seen. I wanted to look for Russian troopers, but there were almost too many, plus I had just purchased one from Target, along with a German trooper.
