Voltar was a successful mercenary commander that grew too successful for his continued presence to be tolerated by the provisional governments, revolutionary councils, and military dictatorships that employed him. Destro feels that Voltar has the one quality he admires most in a general – luck.

Sneak Peek

Sneak Peek is the G.I. Joe Team's advanced recon specialist. His real name is Owen King. Sneak Peek's primary military specialty is infantry, and his secondary military specialty is radio-telecommunications. Sneak Peek is known for a mission while in a Ranger recon battalion, in which he was never recalled due to an error; he continued observing enemy activity, taking notes and sketching maps for two weeks, until someone remembered he was still out there and signaled for him to return.

I voted for Voltar because he is awesome. His facial hair kicks butt and his helmet covers his eye which makes him look like some kind of futuristic badasss. Plus, he had a vulture which makes him even more cool and awesome because having a vulture as a pet is something an evildoer would do and Voltar is an evildoer so it fits.
