I see what looks like Resolute Duke head, Scrap Iron vest, Airborne arms and torso, new helmet sculpt, but what figure(s) are the legs from?

I love how they got around the DC copyright on the name for Ghost Rider...that was ingenious...haha.
Lower legs look to be Gung Ho's.

The legs are from Airborne. The same legs were also used for ROC 2 Pack Monkey Wrench from Wal-Mart but without the knee pads. Gung Ho used the same legs but instead of cargo pockets he had grenades for his grenade launcher.
