I think Rocky should be eligible because his bio appeared in official Joe media. Whether it was "retracted" later is irrelevant. Because for a brief period of time he was an official Joe. Hasbro could retract that Sgt. Slaughter was ever a Joe now if they had a reason to, but that shouldn't have to negate what the fans consider to be part of official Joe mythology. Disney has retracted the entire Star Wars EU, but those EU characters would still be considered Star Wars characters by the fans.
A Hasbro concept reveal is a different situation, but I allowed Kaos Crew in my trooper poll. I leave it up to the voters to decide in cases of ambiguity. And if there's a great Joe that is unreleased, it makes sense that it should be acknowledged. Since this poll is about ideas and not actual figures. If it was a figure poll, I would limit it to official releases. A Hasbro prototype is far more significant a character idea to me than a character some two-bit hack comic book writer comes up with in a low-print-run comic book from an insignificant publisher that few Joe fans ever read and most people who do read think it sucks. I don't know a figure concept is not the same as an actual character someone took the time to flesh out.

It doesn't need fleshing out to be a Joe. They could stop releasing file cards at all and figures would still be valid characters.

Not in my book. Might as well be Green army men. Filecards are as important to the figures as anything.
But I guess your right. It's similar to the troop builders.

I guess the question is: Does the character exist if he hasn't shown up in official Joe media or if his figured hasn't been released? Both of which seem to be the criteria we are using to determine if a character is eligible. Obviously characters in the cartoons, comics, films, and file cards qualify since they have some characterization, but an unreleased figure seems unofficial to me because there isn't any characterization yet. Just a concept.

Characterization is a subjective and irrelevant measure. Hammerhead and Snaggletooth had no characterization in Star Wars but they were characters and action figures.

Both Momaw Nadon (Hammerhead) and Zutton (Snaggle Tooth) actually recieved a decent amount of characterization in the EU.
But as far as this poll goes, as someone like Ice Cream Soldier shows, the figure and or perception thereof matters as much as characterization in the comics or other media. To count a prototype as a character though is a little iffy. Before the Character Case there was really only Rocky who had been shown as a prototype and never appeared in either a released figure or media form. I'm leaning towards allowing the character case Kaos trooper and Sightline. Rocky would fall under the "other fictional universe" thing though> BUT, to appeas those who want them included, I'm going to do a separate poll (sometime when I have more time next month) to rank the top 10 cross over characters who will then be appended as a separate entry after the top 100 G.I. Joe characters. (For guys like Tracker, Fairborne, Bumblebee, Rocky, etc) Fair? |

If conceptual characters are going to be allowed, does that mean we can nominate the talking bears that were going to be the dreadnoks, or the political theorist that was going to be introduced in sunbow season 3?
