Killer Whale. Versitle, reasonably armored, can go on land or sea.

Thought about this for awhile after the last thread of worst elite op's vehicle... Several good points about the Bridgelayer, very useful, and the Rolling Thunder being the ultimate machine of death, but for universal practicality I went with the Rhino.

Just look at what elite forces actually use in real life, and you'll have your answer.
Out of this list, it would be the VAMP Mk II, though the Mk I with the twin machineguns would probably be more versatile for special ops missions. Probably a combo of a couple Mk Is and one or two Mk IIs would be best. Only downside is troop carrying capability, but a "real" Vamp would probably have room for 2-3 pers in back.
