It was actually a combination of factors, some of which Hasbro and retailers won't admit to.
Back in 2003 and 2004, the 12" line sales were ABYSMAL. And the 3.75 line was doing solid but not spectacular sales. Retailers (ie, Walmart) asked for something "new" which lead to the development of the Sigma Six range.
I'm still of the opinion Walmart did some number fudging to show "weak sales" but that is another issue...
However, when time came to order product for the 2005 fall season, Walmart CUT their orders for 3.75 to such a large degree that despite TRU and Target EXPANDING their Joe sections compared to the year before, Hasbro decided to scrap the 3.75 pretty damn late in the development process.
Which is sad because as you guys saw with the later Valor vs Venom, DTC and Sigma Six, those guys were really starting to hit a solid stride with design and execution.
This Firefly was planned for the initial wave of Robot Rebellion. Design work had progressed so far that a logo had been produced and even a script written by the same writers who did Valor vs Venom was completed and in production. A good deal of Robot Rebellion was reused for Sigma Six and sadly, there was a LOT of goodness planned for the 3.75 that has been left scrapped for years.
