it would depend on how beat up the cards are, but generally speaking, the carded figure would always be worth more than taking the figure off of the card. If you where a collector, then i would do as GYRE said and send them to AFA to be graded as uncirculated.
However, being that you want to sell them anyway, you should get the best photograph you can and place them on ebay as they are now. sell them 'as is' - start the auction at 99 cents so that you get a bunch of people bidding and watching. This way you are sure to get the true value out of them. GIJOEs (unlike many other items on ebay), will generally end bidding at the same price each time (where as if you list say a pair of pants, the bidding will end all over the board each time the pants are listed). The good news is that people will often OVER pay for items like this becuase they speculate on the grade that afa will give and in this case, someone who WANTS to send in figures for an uncircualted grade will be all over this, BECAUSE in a U grade, the condition of the package does not matter, they feel as though they would get a better deal on this, and thus max bid higher.
