Does anyone know this knock off? His backpack seems nearly identical to SAW Viper’s, except for sound effects...

I know that same backpack was repainted in sandy and red with yellow dots. When red, it was sold with some knockoffs with very limited articulation. Curiously, somebody decided to bootleg SAW Viper's backpack and put sound into it.
About that bootleg, the blister pretty much says it all. It seems it is reusing the body and gun of the A Team figures, which was in turn reused later for other bootlegs, such as the one sold with a knockoff Apache Helicopters, one of my first Gijoesque style figures.

That M-60 seems to have gotten around in the 80's, I'm pretty sure it was used in the A-Team line and probably the Sgt Rock or General Patch stuff.

Those knock offs were everywhere in the late 1980's, even into early 90's. I don't remember the SAW Viper pack with sounds, though.
Some of the Galoob Gen. Patch, A-Team and knock off weapons were bootlegged from Mattels Heroes in Action, a line of poseable army and SWAT guys. |

That RPG is cool, though. I would have loved it after Rambo and Red Dawn came out.
