Was there a reason behind them casting this figure in translucent plastic? It was part of a Winter Operations set, but unless some tech was involved story line wise to cause him to become invisible I don't really see the point of this.

I remember feeling the exact same way when I got the set myself while it was still on pegs. While it was never explained on the filecard, I always kind of chalked it up to Hasbro trying to shoehorn in a meaning to his codename... in the same fashion that they shoehorned the figure itself into a winter ops set. While I never particularly cared for this mold, I personally thought it was an interesting, albeit pointless curiosity.

I figured it was like a Transformers homage, cuz his name is Mirage and in Transformers Mirage can project holograms and their usually is a clear variant of his toys.

It's an interesting enough mold that the subsequent reuses of it looked more interesting than the original, almost like a Space Marine, which is what they were originally going for with the Mega Marines line. I may try and update him as a modern custom at some point.

It seems to me that since he was a type of hi tech trooper with his legs strapped with an exo skeleton and some type of land warrior comms head set I assume that the translucent figure was some kind of cloaking device he was issued. Thats my best guess.

yeah, he's definitely pulling some type of cloaking feature, but it seems pointless when he has paint highlights...
