So, Keel Haul was packaged with the Flagg, a super rare vehicle, which normally would make the figure a very rare one. However, I've read he was also available at one point from Hasbro direct, and leftover stock was eventually distributed through other channels (Chuck-E-Cheese?). I've also read other places that this figure is NOT all that rare.
The asking price seems to dictate that this is indeed a rare figure. He usually sells on ebay anywhere form $30-$80, and at the convention the asking price was $50 (from the couple that I saw). So if this is a rare figure, then why is this the case since he isn't an army builder and he was available from Hasbro direct (similar to duke or hooded cobra commander)? Conversely, if he truly isn't very rare, then how does he continually demand a high price? (I finally got one, but he wasn't cheap) |

Rare and "high price" are 2 different things.
Rare is a figure that is hard to find anywhere. A high priced figure is a figure that is easly attainable, but has a high price due to high demand. Examples- Poc Shadow tracker is not a rare figure, but he goes for around $45 because he is a popular figure who has a high demand. High price doesn't = rare.

He's not that rare. I think AVAC was more rare than he was.
Keel Haul was available as a mail order in Canada and at one point was being sold for $1-$5 (depending on quantity purchased)from Hasbro Canada directly. What's rare is his silver pistol. Not all Keel Haul's came with that. It is just General Hawk's pistol in silver.

Most resellers ignore or are ignorant of mail-ins when factoring in their prices unless they are entirely exclusive items.
In the 90's/early 2000's, Hooded Cobra Commander was a 1984 mail-away only as far as price guides were concerned, when in fact the figure was available from Hasbro Direct offers until the end of the ARAH line. Keel-Haul was available via mail-offers a few times from 1989 to the end of the line in both the USA and Europe. Like others said, dealers and their prices aren't a gauge of what is rare, some would sell you a loose broken eco warriors Flint for $50 if they could. |

I don't think he is all that rare. His gun on the other hand is a bit harder to come by and may be a contributing factor to his high price. Not all of the mail in premiums included it, I think he is the only one that came with that particular gun and for the obvious reason of it being easily lost.

truejoefan is correct. Also the early mail away version was missing the painted stars on his collar and the patch on his right arm. The later mail away version had the arm patch but was still missing the stars and the gun was not always included.

It's not so rare figure. I think the high price (50 buks or over) is for the figure with original gun. Sorry the OT but recently i saw listed on ebay a Flagg with 1985 Keel Haul with brown boots. Custom or variant? Yojoe says nothing about it

So, by this logic though, Keel Haul must be overwhelmingly popular. The $50 one at the convention did not include his gun. Also, I've watched him (without the gun) on several ebay auctions starting at 99 cents and end up selling for around $40. Think about it. He is selling at a higher average price than V1 Duke, Hooded Cobra Commander, Joseph Colton, V1 Sgt Slaughter, The Fridge, etc. Even higher than mint V1 Bats & V1 Vipers. |

Although he isn't all that rare, many people were never able to get him. My parents hated doing mail order cause back then, it wasn't as popular as now and my parents were old fashioned. They'd gladly buy me a figure a the store, but were adverse to mailing away a cheque and waiting for a figure to arrive. So, even though he was available in mail order, I was never able to obtain him (or the Flagg for that matter) until I was an adult collector making my own money.
The popularity could be due to not many kids getting him as a kid and seeing a chance to get him now.
