Does anyone know what is the point of the detachable jets? Is he meant to hold the jets in this hand instead? Does another accessory fit there instead (like the fins or harpoon gun)?

I'm thinking this is the reason.

well the backpack has the air tanks (to breath) and the jets (to propel). I think its removable to have the option of having it pull him through the water, just like the jet that wet suit came with, or place it on the backpack and use it as a proper underwater "jet pack"

I think making it fit in the bubble is really the reason. There isn't a functional reason to have it detach that I know of.

I was looking at pictures of vintage carded Eels on ebay and it looks like the jetpack is attached to the backpack on some of them and loose on others. Maybe it was a tooling issue and they had to make the backpack in two parts instead of one.

It's to make their backs lighter while riding the Cobra Hydro-Sled . . .
