Glenda is the only one of the 2nd Series Argentine figures that is publically known to exist MOC. I've heard of 2 for sure out there. For prices, one that is verified authentic would likely hit $5,000 or more. None have been publically sold in a number of years but if one was, it would likely become the most expensive MOC figure in the Joe world. (At least until someone finds a Carded Cobra Mortal...)
Loose, Glendas are much easier to find than either the Mortal or Manleh, two of her contemporaries. But, a mint version is likely to sell in the $800-$1,000 range. However, if it has even a little paint wear, the figure can be had for about 1/2 that amount with a little patience. Oh, and Glenda is from Argentina. As such, searching for her in Brazil will likely be futile.

I'm assuming it was AFA'ed? Apples and oranges. I doubt it would be possible to find a high grade of any Plastirama figure due to the poor quality of the original packaging. But, a Glenda that would have gotten a high grade would easily outpace any graded American figure, too.

The only ones I have seen have all been loose. I know a few people that have foreign carded figs, but she is never one of them.
Agent GHQ.. Glenda was an international repaint of Scarlett with a crome front body, blue arms and legs with white and silver accents (Gloves, boots, stars on gloves, etc..etc..) The new 25th Pilot Scarlett is in homage to that figure much like the new Ninja Ku which they codenamed Storm shadow.

I imagine before it's all said and done we will have all the internationals, but they will be codenamed after the american counterpart. And changed slightly. Ninja Ku is white.. he should have a dark complection, Pilot Scarlett has her traditional red hair and not Glenda's Blonde hair... etc. etc.. So Manlah will just be a blue Stalker and not white.
