If you guys read the figure profile for the black HISS tank driver on HTS.com HISS you'll see that the figure is listed as a HISS Commander and NOT as Rip It. That's doesn't mean of course some of you out there won't use this figure as Rip It but this profile also allows the army builders (like myself) to justify mulitiples of this figure.
I think Hasbro is starting to wise up in terms of which figures they package with their COBRA vehicles. They could have paired the Trubble Bubble with a unique character like Firefly, but instead chose the Tele-Viper because they factored the army builders into the equation. It's a very smart move on Hasbro's part in doing this because even though many fans think of a blue HISS driver as Rip It some of us would rather have just another generic COBRA troop-type. |

... one could always use Rip-It (driving a black HISS) as a "platoon commander" type and carded HISS drivers (driving blue Target HISS tanks) as the rest of his platoon.

I think you just answered your question Many of us will flock to get the red HISS Driver, but there are many people who would rather not have Rip-It, but they'll also flock to get a Black Hiss. So if Hasbro can make a little extra money by packaging certain figures as singles instead of with the vehicles they originally came with, they'll do it.
Personally, I like Rip-It better (Probably because I like blue) |

It works perfectly for me. I don't collect the vehicles, so I'll get a few HISS drivers and one Black HISS with Rip It. I'm glad they don't force us to buy HISS tanks to get the HISS drivers.

I think I'll end up with only one of each anyway, so it won't be a problem for me (although I prefer the standard red garbed HISS Driver)

Right now I have 22 Target HISS Tanks, so, I'd like to get at least 22 of the upcoming black HISS Tanks and 22+ Red HISS Drivers. Ultimately pairing my Red Drivers with the Black HISS (old school style) and pairing the Blue Drivers with the Blue HISS as an additional tank division.

I was planning on making Rip-It's Hiss all tricked out with autocannons and such so there would be no need for a trooper manning the cannon. The two other Hisses will have Hiss Tank drivers and Rip-its in black or camo manning the cannons.

So what is the difference between The Regular HISS driver and this Rip It Off guy? I have never seen one.
