AFA Grading Question

Why dont they ever give a MOC figure a perfect score? Out of their 3 categories, I have yet seen them give a figure a 10.0 or a 100. If its sealed and straight from the factory how the hell can it not be perfect? Just wanted to share this with you guys and vent a little bit.

Mass production in toy factories just doesn't produce anything to that grade.
I've looked at countless mint cards out of factory sealed cases and see all kinds of flaws on the card & bubble just from being pumped out of a factory, AFA 90 is the best overall grade I've seen.(although I haven't been looking for AFA'd stuff)
