Probably due to the small amount of shelf space they secure for GI Joe. If you look at any given toy aisle, the space dedicated to GI Joe is wide enough for two to four rows of figures, and two rows of boxed items at the bottom. I guess small playsets would take space away from vehicles in their eyes.

They did small playsets this year, the 4 Wal-Mart battlestations.
They seemed to sell well so that we may get more later.

That shows they may do better as exclusives to one store with unique figures included as opposed to being overproduced and taking up space in multiple stores.

There was a hint at this with some of the pictures from the Hasbro presentations this year, but I agree with Troynos - the Walmart battlestations may have been a testing of the waters for how playsets would/will be received.

Honestly they can stop making the little playsets if they feel they have to include 2 figs and hike the price up. I would rather pay $6 for just the playset. Hang it on the pegs where the rapid rollers, role play, other Joe crap is right now.
As it is I waited for clearance on the 4 playsets at wal mart. If they were $6 and didnt have a figure I would have bought more.
