Reasonable action figure stand-in for Dr. Adele Burkhart?

I have a scene of COBRA Commander holding a gun to Elizabeth Swann's head holding off Snake Eyes and Scarlett with a CORPS! helicopter behind him.

I've never really been satisfied with the Elizabeth Swann, but it's the only female action figure I found with a neutral dress (the green dress one).

I thought about the old POTF2 Mon Mothma but she looks like she's wearing a nightgown when you remove the outer robe.

I don't customize, so making my own is not an option.

Any ideas? Middle-aged White women in business suits are few and far between in action figure representations, I'm sure.
