Just curious is this a new mold or is it created from the original helmet mold of ARAH.

Looks to me like it's the same helmet mold as the "vintage" comic pack Breaker; also shared by 25th Duke & Roadblock. Not sure of the 25th Flash helmet though, as I only have "General" Colonel Hawk at the moment

25th Duke's helmet is much smaller than 25th Breaker's I haven't compared them all to the originals but I'm willing to bet that 25th Breaker's is the only helmet that may be a recast of the original helmet, the rest I'm gonna say are all new

Is Breaker's helmet/head so large to fit the size of his communications head gear? I am curious if the headset is the original mold or not (although I notice the end of the mic is wider, I assume to hold the gum).

hawk/flash helmet is not the same as duke/roadblock
hawk/flash- holes by ears the accomodate the visor and narrower duke/roadblock- more rounded with external tabs by the ears

Breaker's helmet is so big because the figure's head is so big. I saw a picture somewhere that had Breaker's helmet on Hawks head and vice versa - HUGE difference.

As I said above, it's more likely that the head is large to fit the helmet which is large so it fits the comm gear. Either way to quote the man:

Breaker's head is too big because Hasbro used the same helmet and gear that the original '82 figure used and in turn had to make his noggin huge to fit inside it. Not the other way around.
Duke, Roadblock, Flash & Hawk definitely have brand new helmet sculpts as they are all much smaller.
