I was looking into some of the early 25th figures on yojoe.com and found that both Breaker and Clutch were eventually released with the lower arms of Duke v28. Are these variations any more/less rare than the initial releases? I don’t recall ever seeing any myself.

I never saw the initial revision. His arms are absurdly long.
