It's hit and miss. Hasbro's arm pegs are inconsistent. Even between different G.I.Joe figures, the arms might not fit properly. You'll just have to do minor mods to make it fit if it doesn't.
If you don't mind some cutting, you can get rid of the suicide wrists from those earlier figures by using 25th parts, but it requires cutting. For my Rock N Roll, I found 25th bare arms that matched. Then I cut the cuff off the lower arms and hollowed it out of the 25th figure and trimmed around the bottom of the upper arm to fit the hollowed out cuff onto the upper arms. Put the bare arms on and now he's got rolled up sleeves. The other option is to keep the 3/4 sleeves and cut it off at the cuff and make a peg in there. Then you can just plug in fixed lower arms from the later release 25th figures on there.
