Yeah, Hasbro gets paid for the case as ordered, so they've no short-term incentive to modify case ratios to better fit what's actually selling. Modern business is all about the short-term, despite their false mantras of proactivity and progressiveness. Matter of fact, they like to preach it's bad to be reactionary, but the truth is that you're rarely going to get it right from the start and you HAVE to react and make changes. Hasbro apparently doesn't want to think about a product once it's out of their hands. Seems like a take-the-money-and-run mentality. They've already devoted resources to next year's lines and have no interest in revisiting what they've already done. Which seems like they're being proactive and planning for the future, but they're really just repeating the same mistake over and over. In the end, all this short-term thinking does for Hasbro is harm the product lines. They may make their money in the here and now, but retailers will be less than keen to carry items they can't sell--see G.I. Joe--and stop ordering. I swear no one takes the long view anymore (or even the moderate view), but it eventually catches up with you.
I can see why Hasbro is the #3 or #4 toy company these days. Sad. I'm not so sure about them not modifying cases. I remember back when Retaliation figures were out, one of the "chase" figures was the blue Cobra Commander. Well, at some point (towards the end of the line, IIRC) my guy at TRU let me know that they had gotten a FULL case of 12(?) blue Cobra Commanders. How? Why? No clue. This happened a couple of times.

The 2-packs were ONE of each per case. My store got ONE case a week, which usually sold out in a day or two. After a month or so, they stopped getting Joes in. After a few weeks went by (now mid to late December) I asked around and found the line had already been discontinued. NO MORE Snake-Eyes! Hasbro would have to create a system where they can halt production of certain underselling figures and increase production of the hot stuff. Problem is, I don't think it works that way. I think Hasbro decides on case ratios and produces the toys before they ship to the stores. I mean, they're no longer producing these toys while they're being sold, so in order to adjust case ratios/get hot sellers into the stores, they'd have to restart production of those toys. As for case ratios, that sounds like a lot more trouble and money than either Hasbro or the retailer would want to go through, if it was even possible in the first place. I guess the only "fix" would be to put each 2-pack in it's own case with it's own item number. That way all parties involved would know what's selling and what's not, and what the retailer would need more of. The problem of no production once the items hit shelves could possibly be solved by using their heads, and making 2-3 times as many of sets that will be popular. This last wave, for instance; make twice as many (or more) Zombie sets as the Snake-Eyes/Storm Shadow set.
