Part of my thing for Wolf Squad is that it isn't necessarily a designated unit or membership. I used the phrase in my custom thread, but I'll repeat it- a delta team within a delta team. Essentially an SRT team, wherein only certain members are activated at any given time, and wouldn't be on permanent assignment. I think the defining characteristic at its core has to be that these guys are willing to engage in some of the more unscrupulous missions, wherein matters of principle are secondary, which is why Duke would never be a member.
As an extension of that, the team leader, which I think we most of us agree is Falcon (and since he's my fave, I have no intention of editing that), who would report directly to Hawk, or even the jugglers. Essentially, Duke has no mission relationship with Wolf Squad. This also reconciles the intended leadership role that Falcon was supposed to have after '87 that never really panned out. He recruits Joe members who may be especially suited to Wolf Squad's operations, as black book stuff that Duke wouldn't really be aware of. To that end, there is a core team (per my own head canon, these guys are the "Operators") are actually recruited by Falcon from non-Joe sources (so in my case, these are all original characters). This was kind of my original purpose for a custom thread I did that I will not refer you to, but essentially a Falcon led team that eventually expanded and began establishing Wolf Squad to use as its "muscle".

After that, Tiger Force officially becomes something more like Playful described, while Night Force evolves into Wolf Squad.

As for Wolf Squad, I'm now leaning towards something that combines the ideas posed by Playful and Ax. I love that WS gives Falcon a reason for being there, with clearance to be included in most top-level briefings but no recognized leadership role on the team (at least as far as Duke, Flint, and others know). He reports directly to Hawk and leads a team that serves as the secret 'oh shit button' for any missions of critical importance. In this version, WS isn't so much defined by the extreme measures they're willing to go to, but given their express purpose for existing (hide in the background and make sure the mission succeeds by any means necessary), you could call it a side effect of the job.
