It's always been my thought that Hasbro's Cobra is too compartmentalised. This-Viper, That-Viper, twelve bazillion "individuals" in lame-ass costumes with worse names.
"Elite" Officers? (generals as it were)
Some specialised Vehicle Ops (pilots, etc.)
Maybe a small strike force... though I'd think that would be the focus of ALL soldiers in a terrorist organisation.
Individuals like Destro, Baroness, Major Bludd (under & ill-used), Scrap-Iron, Firefly, etc. have their place. Possibly each with their own special troop units. I even like Serpentor (very ill-used). but a global terrorist organisation (no matter it's scale and scope) should be lean and mean, not a hierarchy-nightmare...

A complex hierarchy for Cobra actually makes a lot of sense, if you go by comic/filecard CCs background: He made his money off Pyramid Schemes.
Think of it this way: Cobra is all about greed, ambition, and ruthlessness, but the Commander isn't going to tolerate but so many threats to his power (the "necessary evils" like Destro, Baroness, Bludd, etc...). By making the organization complex and difficult to decipher, he can give his run-of-the-mill troopies the illusion of being rewarded/promoted without actually allowing them to advance all that much (if at all). Plus, if they're not quite certain "who outranks who" (except in certain clear-cut cases), it can keep the lower ranks "infighting" a bit and thus less likely to gang up and overthrow the Commander himself.
Cobra only has so much money and resources, after all, and you can bet that the Commander is keeping the lion's share for himself, just like any good pyramid scheme....
As for the problem with the Resolute Troopers...yeah, I can see it. Of course "Resolute" likely doesn't have Vipers muddying up the works, but for those trying to incorporate the Resolute Troopers into their hierarchy...all I could suggest is something like "Elite Light Infantry" or something. Or maybe "Base Security?"

Special forces have so much more equipment to carry than the average soldier because of separation from logistical resources. They get better weapons and equipment because it is specialized and tailored to an environment or task. That generally means more expensive too, so less is produced and put in the hands of those that can use the best. The m-4 is an example of a weapon that was tested by special forces and passed down to the infantry once costs had come down and the weapon proven sound.
The regular soldiers are better armored because they are expected to stand in a toe to toe confrontation, but armor is heavy and bulky. Some even leave the sapping plates out in order to move better. 50 lbs of armor on top of 50 lbs of gear gets weighty.

Resolute troopers have replaced Vpers for me. I only have one Viper; I don't like the messed up hands and skinny legs. Also, I'm not willing to pay $10 for the HoH Vipers. So now the Resolute troopers are my top of the line infantry shock troops and blue-shirts still function as drivers, guards, and occupation forces.

The Vipers are the front line, a starting point and the specialized Vipers are a promotion. Top of the line are Crimson Guards.

I've been contemplating this for some time, as I slowly but surely fill my Cobra ranks. I think, finally, this is what works for my Joe-Verse:
Cobra Enlisted Ranks
E-1 - Private - Cobra Trooper (red mask / red logo)
E-2 - Private - Cobra Trooper (red mask / red logo)
E-3 - PFC - Cobra Trooper (black mask / red logo)
E-4 - Specialist / Corporal (Viper / CT with Black Mask Silver Logo)
E-5 - Sergeant (Cobra Officer with Black Mask)
E-6 - Staff Sergeant (Cobra Officer with Grey mask)
In my breakdown, rather than insignia, the colors of masks and logo define the rank. Thus you start out with the red combo, promotion to PFC gains you the black mask, and then Corporal gets you the Silver Logo. At this point, Vipers (all of them) verge off under the Specialist rank. Next stop is Sergeant, where the Corporal trades in his helmet for the one with the marker on it. Final stop is the Grey Masked version.
There's really no need for Cobra Commander to have "Officers" as this is not a real military, more of a terrorist group with CC, Baroness, Destro, et al fulfilling the upper command posts. Also, in my thinking, Cobra is not nearly as big as we usually make them out to be. A huge army would bring much more attention than a smaller, more specialized group.
That's how I created my final list of figures to collect, as laid out in the spreadsheet I attached. The blue shaded cells are what I have already, the green don't exist as yet, and the cells in white are what I need to complete my collection.
I'm still in the process of working out fire teams, but my gut feeling is it would go something like this:
* Rifleman: Cobra Troopers (2 - one Private, one PFC)
* Grenadier: Cobra Bazooka Trooper
* Automatic Rifleman: Cobra Viper
* Team Leader: Cobra Trooper (Corporal)
Two or more teams form a squad under the Cobra Officer with the Black Mask and the squads form a platoon under the Cobra Officer with the Grey Mask (even though this is typically an Officer role, and not a NCO, but by my explanation above, Cobra differs from a standard military at points).

Troopers - regular troops with or no infantry training.
Vipers - regular troops also with infantry training but taking on specialized courses that puts them in specific fields of expertise.
Medi-Vipers, Tele-Vipers, Alley Vipers, Night Vipers, etc. - Vipers who have finished their specialized fields of training.

Am I the only person that envisions it as timeline thing?
I've always felt in the begining there was only Cobra Troopers and crimson guards. I guess eels and snow serpents started to get branched into as well.
But after awhile cobra became more sucessful and had more funds they branched into the viper program. the cobra troopers were phased out and replaced with vipers, and with the sucess of the snow serpents and eels they started more specialty troopers.

I always thought of the troopers as militia, little or no training, dime a dozen. Criminals and vagrants that could handle a gun or drive a jeep. I imagine Crimson Guard (in plain clothing) on the street corner, recruiting from gangs or just young adults off the streets. CG could have also infiltrated the police, getting intel on possible recruits or even in prisons. Recruiting in 3rd world countries promising wages and incentives. Not all troopers are necessarily evil men or care about Cobra's ideology, they just picked the wrong side,pay or to continue their criminal careers. Some are even Viper recruits that didn't make the grade and still showed a degree of usefulness. They maybe get 2 to 4 weeks of basic training. Mainly to learn how to follow directions and fire a gun.
Vipers were professional soldiers, not experts like special forces but either ex military, rebels, even regular troopers that proved their worth. They are volunteers that sign up for more training or at least share the ideology of cobra. These guys go through some of the same procedures real armies do when they recruit people. proficiency and physical tests. Some are weeded out and probably end up as lowly troopers They get basic training, infantry training, and then vehicle training.
I agree with you to a point RayH, i think there was a progression but not just because of funding more out of necessity. Cobra started off lucky to get anyone they can, gave them a weapon and said lets go! After getting their asses kicked all over the world Cobra realized they needed something more, better training and better equipment. Thus the Viper program was initiated. At first they had both troopers and vipers. Once Vipers reached peaked combat readiness the troopers were gradually phased out or absorbed into the Viper program.
CGs i always thought of as an invite only club.
